Director of Human Resources

Erie Neighborhood House, a progressive social service agency serving the Chicago metropolitan area and dedicated to promoting a just and inclusive society, is seeking a Director of Human Resources. This role is an extraordinary opportunity for a talented people-centric leader looking to make great impact in the social sector. We are looking for a motivated and talented person who is able to function at both a strategic and operational level in regards to human resources. This role will focus on five areas:

  • Human Capital Strategy & Management: Oversees forward thinking Human Resources strategy and process including performance management, talent acquisition & management, learning & development, and compensation & benefits. Manages & supports the HR Team.
  • Vendor Management: Acts as lead manager of Erie’s relationship with our outsourced HR service provider to ensure high quality delivery of services to staff and internal functions.
  • Labor Relations: Serves as lead on all labor relations matters, including coordinating the relationship between Erie and its employees, implementing and administering the collective bargaining agreement, performs various employee and labor relations duties including giving advice on corrective action, workplace behavior issues, etc.
  • Team Leadership & Development: Is a distributive leader who manages and coaches HR staff intentionally based on individual strengths while providing on the job opportunities to develop in critical HR skills and work. Balances departmental decision-making with partnership/collaboration with the HR team.
  • HR Administration: Ensures day to day HR administrative tasks are managed strategically, effectively, and efficiently by the department and the outsourced HR service provider.

The ideal candidate can identify opportunities to improve HR policies, identify inconsistent policies and gaps, and propose changes to address risks. They should have exceptional client-facing skills, problem solving skills in times of ambiguity, analytical skills, execution skills, and best practices expertise. Additionally, the director shares responsibility with the Sr. Director of Operations in the design, development, and delivery of talent strategy and strategic human resources goals.

Responsibilities

Human Capital Strategy & Management

  • Talent Acquisition & Onboarding: Oversees the agency-wide strategy for recruitment of high quality staff. Oversees the delivery, execution, and refinement of Erie’s onboarding process, working closely with the HR team and Operations team to ensure proper grounding for new employees’ success over their lifespan at Erie House.
  • Performance Management: Researches best practices in and responsible for the design, execution and ongoing management of the organization’s performance management process, including the selection and implementation of the optimal tools/approaches to facilitate performance planning.
  • Total Rewards: Serves as the liaison between the organization and the various service providers or third party administrators. Identifies the need for process improvements; leads the evaluation and selection of new service providers, manages the annual open enrollment and trainings. Serves as the staff’s primary point of contact on compensation and partners with our outsourced HR service provider on benefits policies and procedures.
  • Employee Learning: Assists staff in developing their professional capacity by identifying low cost yet creative approaches to internal professional development that can be deployed across the agency.
  • Employee Data, Policy, & Compliance: Creates and maintains confidential employee files in accordance with best practice and legal requirements; ensures the accuracy of data and information contained in the HRIS platform maintained by our outsourced HR services provider. Manages the revision or creation of relevant people policies for the organization, through periodic reviews and a proactive assessment of policy needs. Ensures agency compliance with federal, state, and other employment laws, where applicable.

Vendor Management

  • Serve as the main point of contact for the agency’s outsourced HR services provider, which supports payroll and administers employee benefits programs, including medical, dental, life insurance, and also coordinates open enrollment periods.

Labor Relations

  • Advise senior management and leadership on all matters related to collective bargaining negotiations, contract implementation, contract interpretation and contract administration.
  • Serve as a key member of collective bargaining team in future negotiations with Union.
  • Manage Erie House’s relationship with Union officers and field representatives.
  • Coordinate management responses to Union grievances relating to the administration of collective bargaining agreements.
  • Coordinate representation of Erie House in arbitration matters arising as a result of grievance procedures under collective bargaining agreements.
  • Conduct disciplinary reviews for Union and non-Union staff in alignment with Erie House’s approach to performance management.

Team Leadership & Development

  • Leverages ability, skills and personality to lead, motivate, coach and develop HR staff for optimum performance, continued professional development and contribution to meet organizational mission and objectives.

HR Administration

  • Ensures day to day HR administrative processes and tasks –payroll, records management, HRIS systems management, etc—is managed effectively and efficiently by HR team and our outsourced HR services provider, as appropriate.

Education, Experience, & Skills Requirements

  • Bachelor’s degree required. Current HR certification, e.g., SPHR, SHRM-SCP and/or relevant graduate study (business management, human resources, industrial & labor relations, etc.) preferred.
  • A high level of integrity, confidentiality, humility, and diplomacy is a must.
  • A minimum of 6 - 10 years of prior experience in human resources required, including 3-5 years as an HR team leader or HR manager. Nonprofit experience highly preferred.
  • Experience providing people team services to every level in an organization, preferably in a comparably sized organization, i.e. between 150 and 200 employees; experience collaborating with complementary operational functions, i.e., finance, IT. Demonstrated adaptability and success working in a diverse, inclusive and fast-paced community.
  • Expertise as a practitioner in two (2) or more core areas of human resources: employee relations, total rewards (benefits and compensation), performance management, and talent acquisition and retention is required. Familiarity with, or exposure to, other key people functions, e.g., HR strategy, organizational effectiveness, employee engagement, learning and development, diversity, equity, and inclusion, preferred. ? Experience in and solid knowledge of labor relations and labor & employment laws, as well as solid experience in union contract administration and negotiation. ? Working knowledge of National Labor Relations Board (NLRB) complaint procedures and of arbitration procedures.
  • Demonstrated proficiency in a suite of business applications (e.g., word processing, spreadsheet, presentation, database, etc.), in order to create and maintain efficiencies in people processes and conduct analyses as the basis for recommendations to the Sr. Director of Operations and organizational leadership.
  • Demonstrated working knowledge of HR information systems (HRIS), as well as an understanding of the interface between HR and financial systems required. Experience with applicant tracking systems, self-service or PEO platforms which administer payroll, benefits, and other functions, as well as other HR technologies highly preferred.
  • Bilingual language skills (Spanish) preferred.
